“Released,” “out of custody,” “transferred,” and “unknown” are not synonyms. A transfer means the first agency gave custody to another. The telephone PIN is not the incarcerated person's identifier. It lets the recipient confirm delivery and stop repeated alert calls. Maryland's brochure says a phone alert may retry for up to 24 hours when the recipient does not enter the PIN. Choose a PIN another person is unlikely to guess, and keep the registration record in a secure place.
Registration contact information is not disclosed to the incarcerated person through the VINE process. A completed registration also does not alter custody or court status. It creates an alert path for a reported event.

Confirm Worcester County VINE Alerts

This local pairing is especially important when personal safety or exact timing is involved. An alert can arrive late, delivery can fail, or the underlying status can be misunderstood. Use the notification as a prompt to verify, not as the only protective measure or final legal proof.
County and State Release Checks
Worcester County Jail and Maryland's Division of Correction are distinct custodians. A local VINE event may describe departure from the county jail. If the person was transferred to DPSCS, the person may still be incarcerated at a state institution. The public DPSCS Incarcerated Individual Locator can identify some people currently housed in covered state custody by first and last name.
The state locator works poorly as a released-person archive. DPSCS expressly excludes people no longer in custody for any reason, including release or escape. It supplies no verified released status, historical release date, or public projected-release field for a person who has dropped out. A zero result therefore does not confirm discharge. Move to VINE, the court chronology, DPSCS records, Victim Services when eligible, or the Division of Parole and Probation when supervision applies.

Worcester County VINELink Limits
VINE is a relay, not a permanent public archive. A status may lag the physical event. Similar names can be confused. An alert may fail because of service, device, contact, or confirmation issues. Participating-agency records can change, and older results may no longer be selectable. Arriving after a record disappears may require calling VINE support and the custodian.
Federal custody requires a different search. The Bureau of Prisons locator can show “Released” or “Not in BOP Custody” and a release date for many federal records. ICE has its own detainee locator. The U.S. Marshals Service handles federal pretrial detention and transport but does not offer a general public released-prisoner search like BOP. A Maryland VINE no-result should not be used to decide a federal custody question.
Special-purpose registries are also separate. The Maryland Sex Offender Registry covers people legally required to register for specified offenses. It is not a general list of Worcester County released inmates, and a registry result does not show that every sentence or supervision term has ended.
